National Transport Safety Center and 'Rafid' sign a cooperation memorandum to enhance safety in the educational transport system

National Transport Safety Center (NTSC) has signed a Memorandum of Cooperation with Tatweer for Transportation Services Company “Rafed” — the strategic partner of the Ministry of Education in school transportation — aimed at strengthening institutional integration and aligning efforts to enhance safety standards and community awareness within the educational transport ecosystem. This partnership supports the goals of Saudi Vision 2030 to improve quality of life and boost the efficiency of the national transport system. The memorandum was signed by Captain Tai bin Abdulrahman Al-Shammari, CEO of National Transport Safety Center, and Eng. Eihab bin Mohammed Mofti, CEO of “Rafed.” The agreement outlines several areas of collaboration, including the development of effective mechanisms for incident reporting and coordination, conducting joint studies, research, and investigations to adopt best safety practices, and exchanging technical expertise and resources to elevate the performance of the school transport system. It also includes organizing regular workshops, training programs, and consultations to align visions and stay ahead of emerging trends, in addition to launching joint awareness campaigns and participating in specialized safety conferences and forums. This memorandum reflects NTSC’s ongoing efforts to foster national partnerships and strengthen collaboration with relevant entities to enhance transport systems and promote safety across all modes. Meanwhile, Rafed continues to uphold the highest safety and security standards in school transportation, developing sustainable and reliable solutions that meet the needs of its beneficiaries. It’s worth noting that National Transport Safety Center is an independent entity responsible for safety investigations across aviation, land, railway and marine transport sectors, dedicated to advancing transport safety in Saudi Arabia. Rafed, a subsidiary of Tatweer Education Holding Company, is a leading provider of school transportation services, currently serving over 779,000 students across 15,000 schools in the Kingdom, with a fleet of more than 18,000 buses and vehicles.
